WebFrom what I've seen, yes. Flat damage will increase the damage of moon beam. Unfortunately the skill doesn't scale very well, but it's a nice bonus! I wish there were items that increased the amount of time the buff remained on the enemies. Both do increase it. I'm assist with moonbeam.

They have given us moonbeam so once our buffs are maxed there is something else we can do to help contribute to dps.
